Why should we be giving deductions to people who "keep having children" in either circumstance? On the one had, we're talking a few dollars more a month in benefits for some period of time, but in the other we're flat-out rewarding people for having more kids by reducing their tax burden. Doesn't that make 'having additional children' worthy of expense? If you are not financially able to support 1, 2, ...n child it's is not a responsible choice to get pregnant / impregnate and put that support on society. This is not a debateable premise.
